CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING September 5, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Mark Sigfrinius on Tuesday, September 5, 2006 at 7:00 PM in Council Chambers. MOTION CARRIED UNANIMOUSLY. CONSENT AGENDA: A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER HOCTOR TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES FOR AUGUST 21, 2006, CLAIMS WARRANTS #24039-24076 IN THE AMOUNT OF $34,158.57, AND PAYROLL WARRANTS #25299-25348 IN THE AMOUNT OF $78,249.05 FOR PAYROLL ENDING AUGUST 15, 2006. MOTION CARRIED UNANIMOUSLY. DEPARTMENT REPORTS: Public Works Director, Dave Griffin reviewed with Council the various projects being worked on by Public Works. Disassembly on bloodgood has begun, paving on Chatfield, and grant applications have been submitted for overlay and sidewalk work. PWDirector Griffin spoke with Council on the mower estimates received from John Deere. Mr. Griffin reviewed the specifics on cost, attachments, and longevity of the piece of equipment. After a few questions from Council, Clerk Hansen indicated she would have some solid numbers at the October 1st meeting. Sergeant Bartkowski updated Council on the crime rates and convictions, noting that there hasn’t been any significant changes. Police Consultant, Gary David informed Council that one of the candidates from the interview process took another position and is no longer available. The candidate selected to fill the Police Chief position is available and will be going through the polygraph and psych evaluations. Providing everything works out, a tentative date of October 1, 2006 has been selected as a start date. COUNCIL BUSINESS: Consultant Agreement The job description of Gary David needs to be changed from Interim Police Chief to Consultant. A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER HOCTOR TO AUTHORIZE THE MAYOR TO EXECUTE THE CONSULTANT AGREEMENT WITH GARY DAVID. MOTION CARRIED UNANIMOUSLY. Surplus Property Council reviewed a list of vehicles which had been taken to the State Auction. It was discovered that this will be the last auction this year and the next one scheduled is in the Spring. A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO DECLARE AS SURPLUS THE VEHICLES LISTED IN THE MEMO FROM SGT BARTKOWSKI TO MAYOR SIGFRINIUS AND COUNCIL DATED AUGUST 30, 2006 AND THAT THESE VEHICLES BE SOLD AT STATE AUCTION. MOTION CARIED UNANIMOUSLY. HoodView Estates George Amerson, Dave Harris and Tom Gerding have petitioned the Planning Commission for a preliminary plat for HoodView Estates. The Planning Commission has issued a Findings, Conclusion and Recommendation for approval of the preliminary plat. A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER ABBOTT TO ADOPT THE FINDINGS, CONCLUSIONS AND RECOMMENDATIONS OF PLANNING COMMISSION FOR THE PRELIMINARY PLAT OF HOODEVIEW ESTATES. MOTION CARRIED UNANIMOUSLY. RESOLUTIONS: Resolution No. 500 This resolution dissolves the appointment of Gary David as Interim Chief and recognizes the Consultant Agreement. A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER HOCTOR TO ADOPT RESOLUTION NO. 500 TERMINATING THE APPOINTMENT OF GARY DAVID AS INTERIM CHIEF AND ACCEPTING THE CONSULTANT AGREEMENT WITH GARY DAVID. MOTION CARRIED UNANIMOUSLY. ORDINANCES: Ordinance No. 1354 Second Reading of Domestic Violence Funding Ordinance. A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO ADOPT ORDINANCE NO 1354 ESTABLISHING A DOMESTIC VIOLENCE FUND. MOTION CARRIED UNANIMOUSLY. REPORT OF MAYOR, ADMINISTRATOR & COUNCILMEMBERS: Mayor’s Report: Mayor Sigfrinius reported that work is progressing on the tire pile, it is estimated there are over 3 million tires, and work could be up to a three year process. Councilmember Abbott: Wanted to thank Andy O’Connor and Pat Shamek for their hard work on getting areas around town cleaned up.
