CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING August 21, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Mark Sigfrinius on Monday, August 21, 2006 at 7:00 PM in Council Chambers. CALL TO ORDER ROLL CALL: MAYOR: Mark Sigfrinius COUNCILMEMBERS PRESENT: Marty Dixon Mike Montanye Gary Hoctor Tom Cuff Mable Eaton STAFF PRESENT: Larry Bellamy, City Administrator Tracy Hansen, City Clerk Dave Griffin, Public Works Director COUNCILMEMBERS EXCUSED: Joe Abbott Steve Johnston A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER DIXON TO EXCUSE COUNCILMEMBERS ABBOTT AND JOHNSTON. MOTION CARRIED UNANIMOUSLY. CONSENT AGENDA: A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER JOHNSTON TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES FOR AUGUST 7, 2006, CLAIMS WARRANTS #23978-24032 IN THE AMOUNT OF $65,373.52, AND PAYROLL WARRANTS #25250-25298 IN THE AMOUNT OF $53,737.16 FOR PAYROLL ENDING JULY 31, 2006. MOTION CARRIED UNANIMOUSLY. DEPARTMENT REPORTS: Public Works Director, Dave Griffin reported on the skateboard park. It appears that there are some screws loose and could create a hazard for youngster using the park. Mr. Griffin noted that much of the minor repair work, such as loose screws, is maintenance and not covered under warranty however; the company is very good about working on issues that are covered under maintenance agreements. Mr. Griffin informed Council that the City had bid on and purchased the GMC Jimmy previously owned by the Central and Eastern Klickitat Conservation Districts. The vehicle booked out at $4400, and we received it for $1750. There is minor work to be done, but it is in good overall condition. This vehicle will be the Building Inspectors, and the Taurus, which has died, will be taken to auction. Mr. Griffin next reviewed with Council his ideas/concerns/proposal for a new mower for the parks. He requested direction from Council on how they wish him to proceed. Council requested he look into a new mower and bring back cost comparisons on the types of mowers needed. COUNCIL BUSINESS: Communications/Dispatch Agreement The Interlocal Communication/Dispatch Services Agreement is the same rate as the 2006 agreement. Approval is recommended A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO AUTHORIZE THE MAYOR TO EXECUTE THE 2007 INTERLOCAL COMMUNICATION /DISPATCH SERVICE AGREEMENT BETWEEN THE CITY OF GOLDENDALE AND KLICKITAT COUNTY. MOTION CARRIED UNANIMOUSLY. ORDINANCES: Domestic Violence Fund The proposed ordinance puts into action the request of City Prosecutor Julie Vance to establish a special fund for court ordered assessments to be paid by the defendant in domestic violence cases. A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO ADOPT THE DOMESTIC VIOLENCE FUND ORDINANCE FOR ITS FIRST READING. MOTION CARRIED UNANIMOUSLY. REPORT OF MAYOR, ADMINISTRATOR & COUNCILMEMBERS: Mayor’s Report: Mayor Sigfrinius reported on the Mounted Shooters event held in Goldendale the weekend of August 11-12. He stated that 4 emails and 2 letters had been received by the City expressing sincere thanks for the welcome received, the quality of the fairgrounds, and the kindness of the community. Also, Mayor Sigfrinius said that each correspondence expressed deep appreciation for the efforts made by Lorraine Reynolds. Each felt she went above and beyond her duties to ensure success of the event. Councilmember Cuff: Councilmember Cuff wanted an explanation on why more wasn’t being done on these “60 some” homes where people are creating a nuisance with their junk, trash, and old vehicles. Councilmember Cuff also wanted to know why we couldn’t leave the “little man” alone and address the really big problems areas. Mr. Bellamy tried to explain the process he requested our Code Enforcement Officer, Andy O’Connor and Pat Shamek follow to work on this. Clerk-Treasurer, Tracy Hansen interjected noting to Mr. Cuff that both Andy and Pat were working very hard to address the variety of situations we have. She stated there are more than “60 some” nuisance issues in the City. Also, the NEW Ordinance, prepared and approved by current Council, was just passed last month and given that time frame, work is being completed as quickly as possible. She also informed Councilmember Cuff that all persons must be treated equally. The ordinance does not allow for a determination of which property is a “bigger mess” simply that they all be handled equally and fairly. If the City does not handle each case the same, the City then could be accused of “playing favorites.” City Administrator Larry Bellamy: Mr. Bellamy noted for Council that the interviews for a new Police Chief are complete. Two candidates were selected. Background investigations and other police department requirements are being handled, we will keep Council informed. Mr. Bellamy presented a memo to Council outlining the various projects being worked on within the City.
