CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING August 7, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Mark Sigfrinius on Monday, August 7, 2006 at 7:00 PM in Council Chambers. MOTION CARRIED UNANIMOUSLY. PUBLIC HEARING Six Year Street Plan Mayor Sigfrinius opened the Public Hearing on the Six Year Street Plan at 7:01 p.m. requesting comment from anyone who wished to speak. With no comment the hearing was closed at 7:02 p.m. South Columbus Mayor Sigfrinius opened the public hearing on the South Columbus Street Project at 7:03 p.m. requesting comment from anyone who wished to speak. City Clerk, Tracy Hansen noted comments from Ross and Catherine Rakow for the record per their request. With no further comment the hearing was closed at 7:09 p.m. CONSENT AGENDA: A MOTION BY COUNCILMEMBER DIXON, SECONDED BY COUNCILMEMBER JOHNSTON TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES FOR JULY 17, 2006, CLAIMS WARRANTS #23909-23974 IN THE AMOUNT OF $72,324.60, WITH WARRANT NO. 23941 AND 23948 DELETED DUE TO DUPLICATION AND PAYROLL WARRANTS #25201-25249 IN THE AMOUNT OF $75,989.23 FOR PAYROLL ENDING JULY 15, 2006. MOTION CARRIED UNANIMOUSLY. DEPARTMENT REPORTS: Public Works Director, Dave Griffin reviewed the purchase of a used paving roller for parts for $3,500.00. The parts will be able to be used to get our roller up and running and save the City the need to look at purchasing a new piece of equipment at this time. The crew has been busy repairing water leaks. The “rakes” in the clarifiers at the WWTP were replaced. A meeting with DNR on partial funding of a forestry management plan went well. There are many things that be accomplished with a plan of this type, addressing not only solutions to fire hazard problems around the watershed, but ideas on development of areas like Observatory Hill. The County Commissioners adopted the Watershed Management Plan. It was four years of work by many people, and now the implementation phase can begin. Sergeant Bartkowski reported on the recent Rock Crawl event. There were no major incidents or traffic safety issues. A total of 40 stops were made. It was the goal of Police Dept to handle this event in a pro-active manner by addressing those individuals at a traffic stop with information of the policies and procedures of the City Law Enforcement requirements; yet still handle any situation with proper respect. Sgt Bartkowski felt the department did a good job of treating everyone appropriately and as a result only 2 citations, of the 40 stops, were made. COUNCIL BUSINESS: Herlihy Well Agreement City Administrator Larry Bellamy presented the well Access and Well Agreement for Mr. Herlihy with two changes made. Mr. Bellamy requested the Council review the newest agreement for approval. A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER JOHNSTON TO AUTHORIZE THE MAYOR TO EXECUTE THE WELL ACCESS AND WELL AGREEMENT BETWEEN THE CITY OF GOLDENDALE AND DOUGLAS HERLIHY. MOTION CARRIED UNANIMOUSLY. Domestic Violence Ordinance Proposal City Prosecutor Julie Vance presented information on a new law that passed allowing for the adoption of an ordinance by Cities for $100 assessment in DV cases to pay for victim advocate services. Mr. Bellamy indicated we could put together an ordinance on the DV Assessment and have it ready for next council meeting. It was agreed to prepare an ordinance and present it at the next meeting for discussion. RESOLUTIONS: Six Year Street Plan A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER JOHNSTON TO ADOPT RESOLUTION NO. 499 FOR THE 2007-2013 SIX YEAR STREET PLAN. MOTION CARRIED UNANIMOUSLY. REPORT OF MAYOR, ADMINISTRATOR & COUNCILMEMBERS: Councilmember Abbott: Thanked the GPD for their efforts during the many events being held, most recently the Rock Crawl. City Administrator Larry Bellamy: Noted for Council the many projects being worked on including TIB Grant, Ordinance Updates, planning and land use issues, and resource development. Mr. Bellamy requested a meeting of the Resource Development Committee; the meeting was set for 8/28/06 at 10:00 a.m., in the Council Chambers. Mr. Bellamy made Council aware that the Interlocal Agreement for the Pool Cover was sent to attorneys on 14th and work with the Pool Committee is continuing. Some energy code issues have arisen, but he is hoping to resolve those. Council was also informed on the status of the Police Chief interview process, noting the interviews were tentatively scheduled for August 18th. PUBLIC COMMENT: County Prosecutor, Tim O’Niell – PO Box 958 – White Salmon, WA 98672 attending with Deputy Prosecutor Craig Juris. Visiting the various Councils and Communities to answer any questions or concerns the public has on the function(s) of the County Prosecuting Attorney’s Office. Mr. O’Neill stated he wanted to thank the City for working with the County Sheriff to resolve jail issues. Park and Rec District Rep Jennifer Smith – 710 Orchard Hgts Rd – Goldendale, WA 98620. Concerns on where the building/agreements, etc stand with the City. She believes that the process isn’t moving quickly enough and the Park and Rec. District is on a really tight time frame to get things completed in time to begin the pool cover as required. Mr. Bellamy stated that some of these issues arising are due to compliance with the energy code. He is working on them and would try to resolve everything in the next couple of days.
