CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING JULY 17, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Mark Sigfrinius on Monday, July 17, 2006 at 7:00 PM in Council Chambers. ROLL CALL: MAYOR Mark Sigfrinius COUNCILMEMBERS PRESENT: Mable Eaton Gary Hoctor Steve Johnston Tom Cuff Joe Abbott COUNCILMEMBER EXCUSED: Mike Montanye Marty Dixon STAFF PRESENT: Larry Bellamy, City Administrator Patricia Shamek, Administrative Assistant David Griffin, Public Works Director Gary David, Interim Police Chief COUNCILMEMBERS EXCUSED: MOVED BY COUNCILMEMBER JOHNSTON, SECONDED BY COUNCILMEMBER ABBOTT TO EXCUSE COUNCILMEMBERS MONTANYE AND DIXON. MOTION CARRIED UNANIMOUSLY. PUBLIC HEARINGS: Six Year Street Plan Mayor Sigfrinius opened the public hearing for the six year street plan at 7:02 PM and asked Mr. Griffin to talk about the proposal. Dave Griffin requested the priority order with a view of TIB funding available. Railroad was done in 1984 and is eligible for an overlay grant. An overlay will last 20 years if done with a fabric base. John Dorfield, TIB, said the City should apply for Railroad Avenue and the East Collins Street where the new infrastructure is planned. The only streets eligible for this program are arterial streets that connect to a county road or a state highway. Small cities are eligible for a possible 100% cost for overlays. It is time to re-rate the Pavement Management Program and Mr. Griffin is looking at the program the Corp of Engineers has for $900. Councilmember Cuff stated there are a number of streets that need chip seal. Mr. Griffin replied there are a lot of streets that need repair and that $20,000 has been spent on patches and cut repair. It is necessary to replace infrastructure prior to major replacement of streets to be cost effective. There being no further discussion on the Six Year Street Plan the public hearing was closed at 7:13 PM. South Columbus Street Project: Mayor Sigfrinius opened the public hearing on the completion of the South Columbus Street Project at 7:15 PM. There was no public comment. Councilmember Cuff inquired if the street lights were complete and Mr. Griffin replied they were, but Embarq hasn’t moved their wire into the conduit. This was a great project and it came in under budget with a good contractor. Councilmember Eaton commented it looks nice. Councilmember Johnston asked if John Halm’s problem at the church would be addressed in this project and was informed it would be looked at with the next year’s budget. Public hearing was closed at 7:20 PM CONSENT AGENDA: MOVED BY COUNCILMEMBER JOHNSTON, SECONDED BY COUNCILMEMBER ABBOTT TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES OF JULY 3, 2006, CLAIMS WARRANTS #23857-23903 IN THE AMOUNT OF $50,128.20 AND PAYROLL WARRANTS #25198-25404 IN THE AMOUNT OF $53,632.98 FOR PAYROLL JUNE 16, 2006-JUNE 30, 2006. MOTION CARRIED UNANIMOUSLY. PRESENTATIONS: Tourism-Lorraine Reynolds Lorraine Reynolds informed the council of the progress of the Mounted Shooters Event and the Festival of Wheels. She asked to set the Festival of Wheels event for next year on the 3rd week-end of September. DEPARTMENT REPORTS: Public Works: Dave Griffin spoke about the crack sealing and paving which has been done. He also talked about the water usage and the notification from Department of Ecology on the new temperatures for the Little Klickitat River. He noted there is no way to meet this criteria and has scheduled meetings with Dave McClure and Ray Thayer and a meeting with Department of Ecology and Tim Flynn and Tom McDonald. The alternative is that the City use the spray fields again which would require purchasing new equipment. The tribes believe the Little Klickitat River can be restored to a native spawning ground stream. The City is required to obtain a permit every 5 years and we are 1½ years away from having to re-apply for that permit. Police Department Gary David said Community Days was successful and is looking towards the Rock Crawl this coming week-end. He talked about the issue of crossing the state highway with the Rock Crawl vehicles and the restrictions on the participants. Mr. David also updated the council on the police chief selection process and the possibility of interviewing the later part of August. COUNCILMEMBER REPORTS: Councilmember Abbott asked if the City had heard from MTV on their filming of Joe’s Burn Off. Mayor Sigfrinius responded he heard it has played. Councilmember Johnston wanted to know why the City had not received a tape. Councilmember Cuff talked about weeds and spraying. Mr. Griffin replied the City has sprayed twice and some areas there is no public participation in helping with the weeds. CITY ADMINISTRATOR REPORT Mr. Bellamy discussed the Chlorination Station Well project, requested an ordinance committee meeting on July 24th, noted there would be a Planning Commission meeting on August 3rd and talked about the permitting issues with the USDA on the Singing Bridge and Mill Street Bridge. EXECUTIVE SESSION: MOVED BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER JOHNSTON TO GO INTO EXECUTIVE SESSION FOR ONE HOUR TO DICUSS UNION ISSUES. MOTION CARRIED UNANIMOUSLY.
