CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING July 3, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Mark Sigfrinius on Monday, July 3, 2006 at 7:00 PM in Council Chambers. MOTION CARRIED UNANIMOUSLY. A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO REQUEST AN EXECUTIVE SESSION AT CONCLUSION OF COUNCIL FOR THE PURPOSES OF POTENTIAL LITIGATION. MOTION CARRIED UNANIMOUSLY. CONSENT AGENDA: A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES FOR JUNE 19, 2006, CLAIMS WARRANTS #23816-23851 IN THE AMOUNT OF $52,571.69 AND PAYROLL WARRANTS #25066-25121 IN THE AMOUNT OF $80,537.55 FOR PAYROLL ENDING JUNE 15, 2006. MOTION CARRIED UNANIMOUSLY. PRESENTATIONS: County Auditor Dede Pafford presented the new voting booth that is ADA accessible. Ms. Pafford demonstrated all the features that allow for ease with voting. One of these booths is required at each voting site, and the new booth will be tested the first time in the White Salmon recall election. DEPARTMENT REPORTS: Police Consultant, Gary David noted it is his first official work day as Interim Chief. Information was supplied to Council on the outcome of the survey and what the community perceives as important for our Police Department. COUNCIL BUSINESS: Parade Permit Rody Schilling requested a rock crawl vehicle parade through the City of Goldendale from Carquest North on Columbus to NE High St. to South Pipeline to the Little Klickitat River Park. Discussion ensued on the issues that occurred in 2005 which prompted an approval by Council for the parade route. Public safety was among chief concerns. Interim Chief, Gary David stated he believed the parade permit should be approved but with conditions. He would talk with citizens along the route and make conditions accordingly A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER JOHNSTON TO APPROVE THE PARADE PERMIT FOR THE WE ROCK CRAWL WITH TERMS AND ROUTES TO BE ESTABLISHED BY THE INTERIM CHIEF OF POLICE. MOTION CARRIED UNANIMOUSLY. Architect Proposal Council reviewed the proposed Letter of Agreement for Architectural Services Phase 1 of covering the existing outdoor aquatic facility. A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO AUTHORIZE THE MAYOR TO EXECUTE THE LETTER OF AGREEMENT FOR ARCHITECTURAL SERVICES FOR A COVER FOR AN EXISTING OUTDOOR AQUATIC FACILITY AT THE CENTRAL KLICKITAT COUNTY PARKS FOR PHASE 1 IN AN AMOUNT NOT TO EXCEED $8,000.00. MOTION CARRIED UNANIMOUSLY. Cabaret License – Jaycees A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO APPROVE THE GOLDENDALE JAYCEES REQUEST FOR A CABARET LICENSE FOR JULY 21-22 FOR THE PURPOSE OF HOLDING A BEER GARDEN AND ADULT DANCE BETWEEN THE HOURS OF 7:00 P.M. AND 12:00 MIDNIGHT, IN CONJUCTION WITH THE ANNUAL ROCK CRAWL. MOTION CARRIED UNANIMOUSLY. Police Chief Job Description Council reviewed the Police Chief job description and prepared by Interim Chief, Gary David and further reviewed by Administration. A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO APPROVE, AS PRESENTED, THE JOB DESCRIPTION FOR THE POSITION OF POLICE CHIEF. MOTION CARRIED UNANIMOUSLY. ORDINANCES: Revised Nuisance Ordinance Upon review by the city attorney he recommends some changes to the nuisance ordinance recently passed. A MOTION BY COUNCILMEMBER ABBOTT, SECONDED BY COUNCILMEMBER MONTANYE TO ADOPT ORDINANCE NO. 1354 THE NUISANCE ORDINANCE AND WAIVING THE FIRST READING. MOTION CARRIED UNANIMOUSLY. REPORT OF MAYOR, ADMINISTRATOR & COUNCILMEMBERS: Councilmember Dixon: Requested a report at the next meeting on the horseshoe pits. Also, asked that the new building inspector offer a report on weed control. City Administrator Larry Bellamy: Noted that Lorraine would be at the July 17, Council meeting to address tourism events. Pat Shamek is to be commended for her work in Wellness. The City received the Well City Award for the 4th straight year.
