CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING June 5, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Mark Sigfrinius on Monday, June 5, 2006 at 7:00 PM in Council Chambers. CALL TO ORDER ROLL CALL: MAYOR: Mark Sigfrinius COUNCILMEMBERS PRESENT: Tom Cuff Mable Eaton Gary Hoctor Marty Dixon Mike Montanye Joe Abbott Steve Johnston STAFF PRESENT: Tracy Hansen, City Clerk Dave Griffin, Public Works Director CONSENT AGENDA: A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES FOR MAY 15, 2006, CLAIMS WARRANTS #23689-23746 IN THE AMOUNT OF $92,024.74 AND PAYROLL WARRANTS #24957-25008 IN THE AMOUNT OF $79281.65 FOR PAYROLL ENDING MAY 15, 2006. MOTION CARRIED UNANIMOUSLY. DEPARTMENT REPORTS: Police Consultant, Gary David reviewed status of the police survey, locations where completed surveys can be dropped; and noted that The Sentinel will be running an ad on the survey in this week’s paper. RESOLUTIONS: South Columbus Project Mayor Sigfrinius requested Council accept the South Columbus Sidewalk project for completion. It was noted that the acceptance of the project will allow for the close out process to begin. Councilmember Eaton asked why the acceptance process is necessary and what would happen if a project was not accepted. Mayor Sigfrinius responded that the acceptance is required by regulation. If there is an issue on the quality of work, or something was not completed properly, then this allows for those issues to be raised and corrected. The acceptance is also necessary for final reimbursements to be made to the City. A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER DIXON TO ADOPT RESOLUTION 497 ACCEPTING THE SOUTH COLUMBUS STREET SIDEWALK PROJECT. MOTION CARRIED WITH 6 VOTING YES AND 1 VOTING AGAINST. ORDINANCES: Nuisance Ordinance The ordinance reflects all requested changes. A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO ADOPT ORDINANCE NO. 1351 REPEALING GOLDENDALE MUNICIPAL CODE 8.45 AND ESTABLISHING A NEW GOLDENDALE MUNICIPAL CODE 8.45. MOTION CARRIED UNANIMOUSLY. Water/Sewer Connection Fee Ordinance This proposed ordinance reflects the changes requested. A MOTION BY COUNCILMEMBER ABBOTT, SECONDED BY COUNCILMEMBER JOHNSTON TO ADOPT ORDINANCE NO. 1352 FOR THE WATER/SEWER CONNECTION FEES. MOTION CARRIED UNANIMOUSLY. REPORT OF MAYOR, ADMINISTRATOR & COUNCILMEMBERS: Councilmember Cuff: Fire hydrant at Mill and Darland needs to be cleared. Councilmember Dixon: Has had complaints about the “ditch” at 3rd and pipeline. It was noted that the gas company will be correcting the problem because it was created when they replaced line in that location. Questioned the old vehicles and tires being moved at the old Boise Cascade site. Mayor Sigfrinius noted that the landowner is having the lot cleaned up. Councilmember Johnston: Wondered about the flags on the flower barrels downtown. It was his impression that flags were going to be hung from the light poles. Mayor Sigfrinius noted the flags were donated and therefore, the City didn’t have any input in the location of the flags. The beautification committee has planted the barrels and placed the flags.
