CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING May 15, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Mark Sigfrinius on Monday, May 15, 2006 at 7:00 PM in Council Chambers. CALL TO ORDER ROLL CALL: MAYOR: Mark Sigfrinius COUNCILMEMBERS PRESENT: Tom Cuff Mable Eaton Gary Hoctor Marty Dixon Mike Montanye Joe Abbott Steve Johnston STAFF PRESENT: Larry Bellamy, City Administrator Tracy Hansen, City Clerk Rick McComas, Acting Police Chief Dave Griffin, Public Works Director Isaac Carmickle, Building Inspector CONSENT AGENDA: A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER DIXON TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES FOR MAY 1, 2006, CLAIMS WARRANTS #23616-23684 IN THE AMOUNT OF $81,358.53 AND PAYROLL WARRANTS #24910-24956 IN THE AMOUNT OF $48,770.04 FOR PAYROLL ENDING APRIL 30, 2006. MOTION CARRIED UNANIMOUSLY. DEPARTMENT REPORTS: Public Works Director, Dave Griffin updated Council on Public Works projects noting the water/sewer extension work at Brokaw’s is complete, 21st street patching is complete, and striping will begin Thursday of this week. Building Inspector, Isaac Carmickle told Council the Hospital Project is progressing well. Completion is expected by 1/1/2007. City Administrator Larry Bellamy noted to Council this would Isaac’s last “official” council meeting. He is retiring as of May 31, 2006. Council was invited to attend the potluck on May 31 during the lunch hour in honor of Isaac’s last day. Acting Police Chief, Rick McComas updated Council on the new hire. Chris Wyzykowksi started on May 8, and is currently in a 2 week field training course. He will be a welcome addition through these busy summer months. COUNCIL BUSINESS: Gary David, Consultant for the Police Dept reviewed with the Council the public survey he designed. The survey is at various locations in Goldendale including the banks and City Hall. It can also be accessed through a link on the City’s website. The survey will be used as a tool to help determine the needs of the citizens of Goldendale as well as operational needs for the City of Goldendale. Manpower studies are currently beginning but a vital tool in that study is the crime rate statistics provided by the state. Until such time as he has those stats a full study and report for the board cannot be given. Mr. David also told Council and the public he has an open door for anyone who wishes to speak with him. Lastly, Mr. David did report he is finding there is a definite communication problem. Within the police department it appears issues, situations, and/or resolutions to issues are not being communicated effectively. Mr. David stated that what one hears may not be what another hears, or information isn’t passed along at all due to each person thinking the other had already passed on pertinent information. Further reports will be given at each Council meeting. ORDINANCES: Nuisance Ordinance The ordinance committee met on May 8th and has made changes suggested at the May 1st Council meeting. A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER JOHNSTON TO ADOPT THIS ORDINANCE FOR ITS FIRST READING. MOTION CARRIED UNANIMOUSLY. Water/Sewer Connection Fee Ordinance The ordinance committee met on May 8th and made suggested changes as requested at the May 1st Council meeting that are in line with referenced RCW’s. A MOTION BY COUNCILMEMBER ABBOTT, SECONDED BY COUNCILMEMBER JOHNSTON TO ADOPT THIS ORDINANCE FOR ITS FIRST READING. MOTION CARRIED UNANIMOUSLY. REPORT OF MAYOR, ADMINISTRATOR & COUNCILMEMBERS: Councilmember Abbott: Questioned status of sponsorship on advertising by Columbia Gorge Broadcasting. Councilmember Johnston: Asked when the next EDC meeting would be or if one was scheduled. It was noted that currently no meeting is set, but that would be done in the next few weeks. Administrator Bellamy: Council was informed of a meeting that included Acting Chief Rick McComas, Mayor Sigfrinius, and City Administrator Bellamy. Discussion centered on the multiple duties Mr. McComas currently has, as well as the need for him to begin running his campaign. In light of the current situation, Mr. McComas has stated a desire to return to his lieutenant duties, and Mayor Sigfrinius and Mr. Bellamy agree that this is in the best interest of the City. It is the Mayor’s and City Administrator’s opinion that Gary David be appointed to the Acting Chief position. After a complete review with state agencies, Mr. David can be appointed to the role of Acting Chief. With an offer of employment on the table, Mr. David can then be signed up for the required psychological evaluation, polygraph testing, and two week academy recertification. Acting Chief McComas would remain in that position until June 16th at which time Mr. David would be through with the necessary testing, and would be able to assume the duties of Acting Chief. Mr. David spoke to Council to directly address an issue that continues to arise. He state emphatically that he does NOT want the position of Chief, he would NOT be applying for the position, and likewise would only be here for time needed to completely assess the department and help with the hiring of a new Chief. PUBLIC COMMENT: Bob Radcliff, 209 Putnam, Goldendale: noted for the record his review of the proposed nuisance ordinance stating the complaint system is critical and a need for anonymity is crucial. The new building official will have a tough job, and he hopes the new chief won’t squeal when a complaint is made.
