CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING April 17, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Mark Sigfrinius on Monday, April 17, 2006 at 7:00 PM in Council Chambers. CALL TO ORDER ROLL CALL: MAYOR: Mark Sigfrinius COUNCILMEMBERS PRESENT: Tom Cuff Mable Eaton Gary Hoctor Marty Dixon Steve Johnston Mike Montanye Joe Abbott STAFF PRESENT: Larry Bellamy, City Administrator Tracy Hansen, City Clerk Rick McComas, Acting Police Chief Dave Griffin, Public Works Director CONSENT AGENDA: A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER DIXON TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES FOR APRIL 3, 2006, CLAIMS WARRANTS #23498-23553 IN THE AMOUNT OF $68,356.93 AND PAYROLL WARRANTS #24779-24827 IN THE AMOUNT OF $54,718.30 FOR PAYROLL ENDING MARCH 31, 2006. MOTION CARRIED UNANIMOUSLY. PRESENTATION: Beautification Project Felicia Gray presented a request for funds to cover the cost of materials to replant the barrels on Main Street. The cost is approximately $2102.50, and that allows for everything necessary to complete the project for 2006. Ms. Gray also noted to Council that a private donation will be used to purchase 2X4 banners that will hang from the light poles, much as the candy canes do at Christmas. A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER JOHNSTON TO APPROVE CAPITAL OUTLAY FUNDS FOR THE 2006 BEATIFICATION PROJECT IN AN AMOUNT NOT TO EXCEED $2500.00. MOTION CARRIED UNANIMOUSLY. Golden Event Planning Lorraine Reynolds reviewed upcoming events as currently scheduled. Most currently the “Smokin’ Joes Tire Burnout and Chili Feed” is ready to go. MTV has notified the City they plan to attend and shoot footage, records sounds, etc and this could be used commercially. This event is scheduled for April 29th. Future events include Biking for the Health of It, Mounted Shooters, and the Festival of Wheels. Lorraine said she is busy getting sponsors together hoping to make this summer a fun time in Goldendale. She also presented information on 100 years of motorcycles. This is an event that is held in Rosalia, Washington quite successfully and they are interested in expanding the locations the motorcycle show is put on. Brian Thompson, Columbia Gorge Broadcasting was introduced by Lorraine. He presented a proposal for advertising Goldendale events and getting businesses and public involved. City Administrator Larry Bellamy thought the Economic Development group should meet and discuss possible events and advertising and make a recommendation to Council. Mr. Bellamy stated he would schedule an EDC meeting for Friday, April 21st at 1:00 p.m. Councilmember Abbott stated he would be available to attend. Mr. Bellamy instructed Tracy Hansen to have the EDC group contacted. DEPARTMENT REPORTS: Public Works Director, Dave Griffin told Council Clean-up Day is scheduled for May 6th, and he would be sure the sweeper was up and running by that time. The S. Columbus Project is completed with the exception of the street lights; and East Collins contractor is complete. Final grant work is done so the building removal and stream restoration can begin on Bloodgood. The City and the Conservation District will be working together on a project at the “singing” bridge. The work the City will be doing is in-kind for the Conservation District. The District has received a grant for approximately $55,000.00 to handle erosion control along that area of the Little Klickitat. Acting Police Chief, Rick McComas updated Council on the PAL program. It is a youth program for 12-18 year old age group. Hopefully by joining membership with the national program, grants will become available to our area. COUNCIL BUSINESS: JayCee Fireworks Casey Durant with the Goldendale JayCee’s presented their annual request to sell fireworks over the 4th of July holiday. Sales would begin June 30th and go thru July 4th, 2006. The City of Goldendale will be listed as an additional insured on the JayCee Policy. Sales will take place in the “old Stiff Chevrolet building.” A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER MONTANYE TO AUTHORIZE THE JAYCEES TO SELL “SAFE AND SANE” FIREWORKS FROM JUNE 30, 2006 THROUGH JULY 4, 2006, AND LIST THE CITY OF GOLDENDALE AS AN ADDITIONAL INSURED ON THEIR INSURANCE POLICY. MOTION CARRIED UNANIMOUSLY. ORDINANCES: Ordinance No. 1350 A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER DIXON TO ADOPT ORDINANCE NO. 1350 WHICH IS THE MAP/ZONE CHANGE REQUEST OF COLIN & MELODY MALCOLM FOR BLOCK 37 CENTRAL ADDITION TO GOLDENDALE PURSUANT TO CHAPTER 17.48.020 OF THE GOLDENDALE MUNICIPAL CODE. MOTION CARRIED UNANIMOUSLY. REPORT OF MAYOR, ADMINISTRATOR & COUNCILMEMBERS: Councilmember Montanye inquired as to the completion of the Airport Project/Plan. Mayor Sigfrinius stated the improvements at the Airport are complete, and the layout plan is expected to be published this week. Councilmember Cuff inquired on the status of the hospital. It was noted that construction is moving along fine. Councilmember Johnston asked what the budget committee determined about the extra manpower/hiring needed in the Police Department. Mr. Bellamy stated the committee had met and a couple of ideas were being looked into, and he is hoping to brief the Council on options available to them at the May 1st Council meeting. Acting Chief McComas did note that a schedule through April has been prepared. City Administrator, Larry Bellamy requested an Ordinance Committee meeting for April 24th, at 6:30 in Council Chambers. The discussion would be centered on the nuisance ordinance and the water/sewer ordinance. It was also noted for Council that union negotiations are still pending. Mediation will begin May 18 & 19, 2006 for both uniformed and non-uniformed employees. An Interlocal Agreement with the Parks and Rec District will be presented at the next meeting for consideration. This addresses the Pool Cover Funds and building issues. EXECUTIVE SESSION WAS REQUESTED BY MAYOR SIGFRINIUS AT 8:15P.M. A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER JOHNSTON FOR EXECUTIVE SESSION FOR THE PURPOSES OF POTENTIAL LIGITATION AND LAST NO LONGER THAN 30 MINUTES. MOTION CARRIED UNANIMOUSLY.
