CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING MARCH 6, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Pro Tem Gary Hoctor on Monday, March 6, 2006 at 7:00 PM in Council Chambers. CONSENT AGENDA: MOVED BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER JOHNSTON TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES OF FEBRUARY 21, 2006, CLAIMS WARRANTS # 23345-23406 IN THE AMOUNT OF $58,300.35 AND PAYROLL WARRANTS #24617-24668 IN THE AMOUNT OF $133,566.34 FOR PAYROLL FEBRUARY 1, 2006-FEBRUARY15,2006. MOTION CARRIED UNANIMOUSLY. PRESENTATION: Horseshoe Update Jim Link and Russ Phillips (of Grandview) told of the successes of the horseshoe tournaments in Goldendale. This year there will be three tournaments held in Goldendale, the 2nd Annual Goldendale Open, the State Tournament and a Turkey Shoot. There is a need for 8 more courts to hold the State Singles Tournament. Mr. Link had been assured by Mayor Sigfrinius last year before he bid for the tournament that these could be built. The horseshoe club would maintain the courts after they are built. The cost of these new courts and electrical service is estimated at $6,000. The City will consider this request at their next budget meeting. Future needs are trees, a facility to store equipment, making some of the court ADA, a manual operated sprinkler system and a low fence around the courts. DEPARTMENT REPORTS: Public Works Dave Griffin updated the council on the recent discussions with DOE on the water rights for the Chlorination Station Well, that public works will be installing the conduit on the South Columbus Street project for the street lights, equipment break downs, and the sewer/grease problem at King & N. Mill Street. He also noted that on March 20th Evergreen Water will be here to assist with leak detection. The state average loss to leaks is 12% while the City of Goldendale has between 30-40% leakage. COUNCIL BUSINESS: Aspect Consulting Contract-Dingmon Well Pump Test The City of Goldendale has been able to use the Dingmon Well under the drought relief permit issued by DOE. This permit expired on December 31, 2005. Unless the State declares another drought the well can only be used for emergency uses. Mr. Griffin proposed transferring some of the water rights from the Third Street Well or using a water recharge permit. In order to use a water recharge permit the old water line from the reservoir to the Third Street Well would have to be slip lined, overflow from the reservoir would be sent to the Third Street Well and then an equal amount could be pulled from the Dingmon Well. At this time Aspect Consulting is only going to do the pump test on the Dingmon Well. Future analyst studies would be done under a grant for groundwater recharge. MOVED BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER DIXON TO AUTHORIZE THE MAYOR TO EXECUTE THE CONTRACT WITH ASPECT CONSULTING FOR THE COMPLETION OF THE PUMPING TEST AND PERMITTING STRATEGY FOR THE DINGMON WELL IN THE AMOUNT OF $8,160.00. The motion was AMENDED BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER DIXON to add plus sales tax. MOTION CARRIED UNANIMOUSLY. ORDINANCE: Fire Department Mr. Bellamy presented the proposed ordinance for revision of the Fire Department Code. The major change would be appointment of the Fire Chief by the Mayor rather than being elected from the department. Councilmember Dixon stated 2.36.070 should require that a minimum of 2 hours length be required to be considered a training meeting. The fire department is supportive of the proposed ordinance. MOVED BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER JOHNSTON TO ACCEPT THE PROPOSED FIRE DEPARTMENT ORDINANCE FOR ITS FIRST READING. MOTION CARRIED UNANIMOUSLY. COUNCILMEMBER REPORTS: Councilmember Dixon commented on the street sweeper being out and the start of clean up being done. CITY ADMINISTRATOR REPORT: The Economic Development Committee met last Friday. A discussion was held on the biodiesel coming to this area. There will be a meeting at the Grange Hall March 6 & 7 between 6-8 PM. A budget committee meeting was requested for Monday, March 13 at 6:30 PM. This will be to prepare a 1st quarter budget amendment proposal. There are several planning issues in the works, an annexation, a sub-division, variance and rezone requests. There are also 2 planned unit development inquiries, 1 commercial and 1 residential. Additionally, there has been another hanger site request so the airport platting needs to be moving quicker. It was reported that sales tax payments has been greater than anticipated while property taxes are down about $30,000 due to a revaluation of Goldendale Energy.
