CITY OF GOLDENDALE GOLDENDALE, WASHINGTON REGULAR MEETING February 21, 2006 The Regular meeting of the Goldendale City Council was called to order by Mayor Mark Sigfrinius on Tuesday, February 21, 2006 at 7:00 PM in Council Chambers. CALL TO ORDER ROLL CALL: MAYOR: Mark Sigfrinius COUNCILMEMBERS PRESENT: Tom Cuff Mable Eaton Gary Hoctor Marty Dixon Steve Johnston Mike Montanye Joe Abbott STAFF PRESENT: Larry Bellamy, City Administrator Tracy Hansen, City Clerk Rick McComas, Acting Police Chief Howard Scartozzi, City Fire Chief CONSENT AGENDA: A MOTION BY COUNCILMEMBER MONTANYE, SECONDED BY COUNCILMEMBER HOCTOR TO APPROVE THE CONSENT AGENDA CONSISTING OF THE MINUTES FOR FEBRUARY 6, 2006, CLAIMS WARRANTS #23294-23343 IN THE AMOUNT OF $40,930.61 AND PAYROLL WARRANTS #24489-24539 IN THE AMOUNT OF $57940.50 FOR PAYROLL ENDING JANUARY 31, 2006. MOTION CARRIED UNANIMOUSLY. DEPARTMENT REPORTS: City Fire Chief, Howard Scartozzi reviewed the City Fire Department for Council. Currently there are 22 volunteers, with an additional 5 in the “sign-up” stage. There were 122 hours of training last year, which includes Monday meetings. Last year 64 alarms were addressed, 7 of which were false alarms. Total hours for the fire department were 4116 combined, volunteers and officers. Chief Scartozzi introduced other officers who assist him in many duties, noting that without these gentlemen he would have a difficult time getting things done. Introduced were Wes Lund, Steven Randall, and Marty Hudson. It was noted the amount of community time these officers invest in our young people helping to make them aware of fire and its dangers through school field trips, etc. Lastly, Chief Scartozzi reviewed timelines on fires, noting that perception is everything. He used a previous fire to demonstrate how long it takes upon receiving an alarm of a fire through containment. PRESENTATION: Programs for Peaceful Living made Council aware of a training that will be held in White Salmon on Domestic Violence. They are requesting as many people as possible attend. COUNCIL BUSINESS: Jail Contract 2006 City Administrator, Larry Bellamy presented the 2006 Jail Contract with Klickitat County. It was noted that it had been reviewed by legal Counsel, Acting Chief McComas, and City Administration. Although there are a few areas of concern, it is the general consensus that the contract be approved. A MOTION BY COUNCILMEMBER JOHNSTON, SECONDED BY COUNCILMEMBER MONTANYE TO AUTHORIZE THE MAYOR TO ECECUTE THE 2006 AGREEMENT FOR USE OF THE KLICKITAT COUNTY ADULT CORRECTION AND DETENTION FACILITY. MOTION CARRIED UNANIMOUSLY. Expenditures – Golden Event Planning Golden Event Planning, Lorraine Reynolds requests that the City reimburse her for the registration for the pre-conference session in the amount of $95.00 and the Early Bird Registration $295 plus costs of meals and mileage. She has provision for housing that she will not need reimbursement. A MOTION BY COUNCILMEMBER JOHNSTON, SECONDED BY COUNCILMEMBER ABBOTT TO REIMBURSE LORRAINE REYNOLDS, GOLDEN EVENT PLANNING, $95 FOR THE PRE-CONFERENCE SESSION AND $295 FOR THE EARLY BIRD REGISTRATION, PLUS COST OF MEALS AND MILEAGE FOR THE 13TH NW FESTIVALS & EVENTS CONFERENCE. MOTION CARRIED UNANIMOUSLY. Tuttle Annexation The petition for Annexation has been filed by the Tuttle Property Management and they are requesting the council set a public hearing for March 6th. City Administrator, Larry Bellamy noted that he would like the public hearing set for March 20, due to publication requirements. There are timelines to meet that we may not be able to meet with the March 6th date. A MOTION BY COUNCILMEMBER HOCTOR, SECONDED BY COUNCILMEMBER DIXON TO SET A PUBLIC HEARING ON THE PETITION FOR ANNEXATION OF THE TUTTLE PROPERTY MANAGEMENT FOR MARCH 20, 2006 AT 7:00 P.M. MOTION CARRIED UNANIMOUSLY. Public Adventures, After School Program The Public Adventures After School Program is requesting the City sign a contract agreement between Klickitat County Health Department and the City of Goldendale to provide prevention services within the county. The grant is for $3300.00 A MOTION BY COUNCILMEMBER JOHNSTON, SECONDED BY COUNCILMEMBER DIXON TO AUTHORIZE THE MAYOR TO EXECUTE THE CONTRACT AGREEMENT BETWEEN KLICKITAT COUNTY HEALTH DEPARTMENT AND THE CITY OF GOLDENDALE FOR THE $3300 GRANT FOR PREVENTION SERVICES PROVIDED BY THE PUBLIC ADVENTURES AFTER SCHOOL PROGRAM. MOTION CARRIED UNANIMOUSLY. REPORT OF MAYOR, ADMINISTRATOR & COUNCILMEMBERS: City Administrator, Larry Bellamy reminded those on Council of the Economic Development meeting on Friday, March 3, 2006. The Park and Rec District will be holding a public meeting on the Pool Cover on Thursday, February 23, in the PUD meeting room. Lastly, the ordinance committee will be meeting on Monday, February 27, in the Council Chambers to work on the Fire and Nuisance Ordiances. Councilmember Cuff requested the Council adjourn for a brief executive session at 8:07 p.m. EXECUTIVE SESSION WAS REQUESTED BY COUNCILMEMBER CUFF, SECONDED BY COUNCILMEMBER HOCTOR FOR THE PURPOSES OF PERSONNEL ISSUES. MOTION CARRIED UNANIMOUSLY. The Council convened at 8:19 upon conclusion of the executive session. With no decisions being made and no motions taken.
